Job Description: National Director of VR Contracted Services

Position Overview:
Bloom Consulting is seeking an experienced and dynamic Director of Specialzed Vocational Rehab Position - PRE- ETS to lead our efforts in providing high-quality vocational rehabilitation (VR) services, including Pre-Employment Transition Services (Pre-ETS), across multiple states. The ideal candidate must understand the state and federal rules for transition education for students with disabilities, possess extensive knowledge of Pre-ETS services, and demonstrate exceptional leadership skills. This role requires extensive travel, particularly during the summer months, and involves supervising a dispersed team across several states.

Key Responsibilities:

1. Leadership and Supervision
   • Oversee and manage VR - PRE-ETS contracted services in multiple states, ensuring compliance with federal, state, and local regulations.
   • Provide direct supervision to a multi-state team of program coordinators and contracted staff.
   • Foster a collaborative and supportive environment, promoting professional development among team members.
2. Program Development and Management
   • Ensure the effective delivery of Pre-ETS services, including Job Exploration, Work-Based Learning, Postsecondary Counseling, Workplace Readiness, and Self-Advocacy.
   • Develop and implement innovative strategies to meet the unique needs of students with disabilities.
   • Monitor program performance, analyze data, and create actionable plans for continuous improvement.
   • Curriculum modification, implementation, and development
3. Travel and Stakeholder Engagement
   • Travel extensively, particularly during peak service periods in the summer, to provide on-site support, conduct evaluations, and engage with team members and stakeholders. (full-time travel in June and July)
   • Establish strong relationships with VR agencies, school districts, employers, and key stakeholders.
   • Ability to understand our services and how they relate to the day-to-day running of special education programs
4. Compliance and Reporting
   • Ensure all programs meet contractual obligations, including timelines, reporting requirements, and service quality standards.
   • Prepare detailed reports for internal and external stakeholders, including funding agencies.
   • Meet all billing requirements each month
   • Track and report services vs billing information and develop programs and processes to adjust billing as needed
5. Strategic Planning
   • Collaborate with leadership to identify growth opportunities, expand services, and optimize the impact of Bloom Consulting’s VR programs.
   • Stay informed about trends in VR and Pre-ETS services to align the organization’s offerings with emerging needs.

Qualifications:

• Bachelor’s degree in rehabilitation counseling, special education, social work, or a related field (Master’s preferred).
• In-depth understanding of Pre-ETS services and their implementation.
• In-depth knowledge of special education systems for students ages 14-22 (transition age)
• In-depth knowledge of transition curriculum
• Proven ability to supervise and manage teams in multiple locations.
• Strong project management, organizational, and communication skills.
• Ability to travel extensively, including overnight trips, especially during the summer.
