Job Description: Director of Vocational Programs

Position Overview:
Bloom Consulting is seeking an experienced and dynamic Director of Vocational Programs to lead our efforts in providing high-quality vocational rehabilitation (VR) services across multiple states. The ideal candidate holds a Certified Rehabilitation Counselor (CRC) credential, possess extensive knowledge of Pre-ETS services, and demonstrates exceptional leadership skills. This role requires extensive travel, particularly during the summer months, and involves supervising a dispersed team across several states.

Key Responsibilities:

  1. Leadership and Supervision
    • Oversee and manage VR contracted services in multiple states, ensuring compliance with federal, state, and local regulations.
    • Provide direct supervision to a multi-state team of program coordinators and contracted staff.
    • Foster a collaborative and supportive environment, promoting professional development among team members.
  2. Program Development and Management
    • Ensure the effective delivery of employment contracts
    • Develop and implement innovative strategies to meet the unique needs of students with disabilities.
    • Monitor program performance, analyze data, and create actionable plans for continuous improvement.
  3. Travel and Stakeholder Engagement
    • Travel extensively, particularly during peak service periods in the summer, to provide on-site support, conduct evaluations, and engage with team members and stakeholders.
    • Establish and maintain strong relationships with VR agencies, school districts, employers, and other key stakeholders.
  4. Compliance and Reporting
    • Ensure all programs meet contractual obligations, including timelines, reporting requirements, and service quality standards.
    • Prepare detailed reports for internal and external stakeholders, including funding agencies.
  5. Strategic Planning
    • Collaborate with leadership to identify growth opportunities, expand services, and optimize the impact of Bloom Consulting’s VR programs.
    • Stay informed about trends in VR to align the organization’s offerings with emerging needs.

Qualifications:

  • Bachelor’s degree in rehabilitation counseling, special education, social work, or a related field (Master’s preferred).
  • In-depth understanding of employment transition services and their implementation.
  • Proven ability to supervise and manage teams in multiple locations.
  • Strong project management, organizational, and communication skills.
  • Ability to travel extensively, including overnight trips, especially during the summer.

Preferred:

  • Certified Rehabilitation Counselor (CRC) credential.
  • Experience working with individuals with disabilities, particularly youth in transition.
  • Knowledge of data-driven decision-making and program evaluation.
  • Familiarity with competitive integrated employment and community-based transition services.
